I. According to the current technological progress and cost reduction of the photovoltaic industry, reduce the benchmark on-grid electricity price of photovoltaic power plants put into operation after January 1, 2018, and adjust the on-grid electricity tariffs of Class I, II and III resource areas to 0.55 Yuan, 0.65 yuan, 0.75 yuan (tax included). Since 2019, all the photovoltaic power generation projects included in the annual scale of financial subsidies will implement the corresponding benchmark prices according to the commissioning time.

II. After distributed on January 1, 2018, the distributed photovoltaic power generation project adopting the mode of "spontaneous use and surplus access to the Internet" will reduce the standard of all-electric metering subsidies by 0.05 yuan, that is, the subsidy standard will be adjusted to 0.37 yuan per kWh (Tax included). The distributed photovoltaic power generation project adopting the "full Internet access" mode will be implemented according to the price of the photovoltaic power station in the resource area where it is located. Self-consumption of distributed PV power generation projects will be exempt from various government funds charged with electricity prices and surcharges, system reserve capacity fees and other related grid service fees.

III. Benchmark electricity prices of village-level PV poverty alleviation stations (0.5 MW and below) and household subsidies for PV poverty alleviation projects in households will remain unchanged.

Fourth, all new energy power generation enterprises and power grid enterprises must record and save the power generation, price and subsidy amounts and other information of the related power generation projects in a real and complete manner, accept the supervision and inspection by relevant departments, and submit the relevant data to National Renewable Energy Information Management Center. Price departments at all levels should strengthen the implementation of new energy feed-in tariffs and electricity price subsidies to supervise the regulation, and urge the implementation of the relevant online price policy implementation.

V. Encourage local governments to carry out PV power generation according to relevant state regulations Pilot projects on price reform of electricity distribution and market-oriented bidding and pricing, and gradually improve the mechanism for finding prices through the market.

1, Subsidy standard and execution time of distributed PV power station

For distributed PV power generation, the policy of subsidizing electricity in full amount will continue to be implemented. The subsidy rate will be reduced by RMB0.05 / kWh, from 0.42 yuan / kWh to 0.37 yuan / kWh (tax included).

2, the full amount of online PV project subsidy standards and implementation time

The total grid-connected photovoltaic project will continue to implement the district-based on-grid electricity tariffs, which will be reduced by 0.1 yuan / kWh for all three types of areas, namely, 0.65 yuan / kWh, 0.75 yuan / kWh and 0.85 yuan / To 0.55 yuan / kWh, 0.65 yuan / kWh, 0.75 yuan / kWh three categories!
